📄 Caste Certificate & Eligibility Rules
- SC/ST certificates issued by authorized authorities are PERMANENT and valid throughout life
- Certificate must be issued by authorized Collector/District Magistrate/Assistant Commissioner
- The certificate should clearly mention: Name, Father's Name, Category (SC/ST), State, and Issuing Authority
- Date of issue should be clearly mentioned on the certificate
- Original or certified true copy is mandatory for document verification
- Candidates claiming SC/ST category without valid certificate will be disqualified
- ST certificate holders must also mention the specific tribe name on the certificate
- NO RENEWAL REQUIRED: Once issued, SC/ST certificates do not need renewal
1. OBC-NCL Certificate Validity Period:
- OBC certificates are valid for 3 years from the date of issue
- Certificate issued after 01 April 2022: Valid till 31 March 2025
- Certificate issued after 01 April 2023: Valid till 31 March 2026
- Certificate issued after 01 April 2024: Valid till 31 March 2027
- Fresh certificate must be obtained if previous one has expired

2. Creamy Layer Concept (Income-Based Exclusion):
- Definition: OBC candidates whose income/wealth exceeds certain limits are considered "Creamy Layer" and CANNOT claim OBC benefits
- Father's Annual Income Limit: ₹8,00,000 per annum (for Government posts; limit may vary)
- Agricultural Income Limit: Income from agricultural land exceeding a threshold amount
- Value of Assets: Ownership of immovable property above specified value
3. Who are Excluded from OBC (Creamy Layer Persons):
- Parents holding constitutional posts (President, Vice President, etc.)
- Parents serving as Cabinet Ministers/Ministers of State at Union level

4. Non-Creamy Layer (NCL) OBC Eligibility:
- Parents NOT holding any constitutional or high administrative posts
- Parents NOT in Group A or Group B Central/State services
- Annual family income does NOT exceed ₹8,00,000 (or applicable limit)
- NO ownership of large landholdings or high-value properties
- Such candidates are eligible for OBC-NCL reservation benefits
5. Important Points for OBC Candidates:
- OBC certificate must clearly mention "NCL" (Non-Creamy Layer) or state that the candidate is NOT in creamy layer
- Issued by authorized District Magistrate/Collector/SDM only
- MUST include: Name, Father's Name, Annual Income/Asset details, Category (OBC), State of Issue
